Believe it or not Lavender is pretty easy from seed. However you must have patience as with any perennial it is slow (2 to 4 weeks) to germinate. Grow the Munstead and Hidcote for the best scent, the Spanish for the best show. The most helpful thing you can do for Lavender is to cut it back by 2/3  in the fall. This will prevent it from getting woody.
